600 babies at risk of abuse in the womb

Published Date: 23 November 2008
AT LEAST 600 Scottish babies a year are judged to be at risk of abuse before they are even born, Scotland on Sunday can reveal.
Official figures reveal that in the last year, 331 unborn babies were placed on the official child protection register, many of them because of their mother's drink or drug problems.

But the figure excludes many councils in the north-east and west of the country, including Glasgow, which deal with the problem in a different way and are likely to add at least another 300 to the tally. In Glasgow alone, social workers deal with around 20 cases a month of unborn babies considered to be at risk of abuse.

Most disturbing of all in the wake of the Baby P scandal, there is a small number of unborn children who are considered at risk of physical abuse. Typically, these are cases where the mother is deliberately kicked or punched in the abdomen by her partner.

Babies born to mothers who are drug addicts usually need special treatment to wean them off drugs. Those born to mothers who drank heavily during pregnancy can suffer fetal alcohol syndrome, which causes learning difficulties.

The number of cases of unborn babies at risk is growing rapidly. Two years ago, the number on the official register was 200.

In England, the row over the death in London of Baby P is escalating. MPs yesterday expressed concern at suggestions the mother of the baby could be granted a new identity, costing taxpayers millions of pounds.

In Scotland, 12,318 child protection referrals of all ages were made in 2007-8, according to official Government figures. That was 4% more than the 11,960 made in the previous year.

The number of unborn children considered to be at risk has not previously been revealed. And the official figure massively underestimates the total because so many councils do not add children until they are born.

Glasgow said teams of midwives, social workers and other professionals had carried out 81 pre-birth child protection case conferences since August, none of which are reflected in the official figures.

At least a dozen authorities, including Aberdeen, Aberdeenshire and Inverclyde, are understood not to refer "at risk" children to formal registers before they are born. All three areas, like Glasgow, have had historic problems with heroin addiction. Fraserburgh, in Aberdeenshire, with a population of just 20,000, saw 30 children born addicted to crack cocaine and heroin over 2005 and 2006.

Neil McKeganey, a professor of drugs misuse at Glasgow University, said:

"The authorities are increasingly aware of the dangers to children of being born into drug-dependent households. We are now seeing a third generation of addicts being born. The children can suffer serious physical symptoms – lower body weights, smaller heads – and will be born dependent on whatever drug their mother is using.

Michelle Miller, of the Association of Directors of Social Work, said: "The figures for referrals is very high and is getting higher. I think this is because public awareness of child welfare is growing. Substance abuse is the most likely cause of a child to be referred before it is born."

Scots unborns are coming to the attention of child protection teams annually because their mothers' partners pose a risk of violence.

"It is not unusual for domestic abuse to begin once a woman becomes pregnant," said Gillian Smith, of the Royal College of Midwives in Scotland. "But it is often very difficult to detect, especially in better-off families. Midwives now have to ask every expectant mother about domestic abuse, which is sometimes very difficult and must be handled very carefully."

Elizabeth Smith MSP, the Tory spokeswoman on children in the Scottish Parliament, yesterday said the rising toll of unborn children coming to the attention of the authorities was "tragic". She said: "Scotland desperately needs a new focus on good parenting. You need a licence to drive a car but anybody can have a baby. Some of our young parents need more support."

Last night, a teenage girl who witnessed the suffering of Baby P told a newspaper of her guilt after failing to save him. The 16-year-old, named only as Mary, lived in the house after running away from home. She said the mother's boyfriend, whom she described as a "brute", would enjoy tormenting the toddler by hurting him and training him to perform Nazi salutes.

"I was really scared because of what I'd seen. I thought he'd do that to me. His eyes were evil. When he was hurting Baby P he'd look at me and grin. He was evil all the time."

She said that when one of the other youngsters started screaming that Baby P was dead, the child's mother did her hair and got dressed before an ambulance was called.

Ok - Well. There is only one thing for all this. Bring in a fascist state and don't allow anyone to get pregnant without a license. Sterilise all non-licensable women (perhaps men too) and take all children into care for those who fail license after giving birth.

Am I being tongue-in-cheek? I sometimes wonder!

Brodric ~1,

ABSOLUTELY BRILLIANT COMMENT!

As more re: the article, it is a 'Big Yes' Broric!

What are they really trying to say?

What connotations are really involved here?

It could get out of reality!, as in,...

..Scenario,

Pregnant Woman out for a meal with Partner,

Pregnant Woman, has a 'Glass of Wine',

Pregnant Woman, reported, to the 'Pregnant Police' a division of the SS,

Pregnant Woman, arrested!, and put into a secure Hospital, until Baby's arrival,

Baby put into care!

Dinny Laugh!!, many what I say comes true!!

Brodric.
Do you "bring in" a fascist state, or does it arise? Or is there a hidden power that does indeed bring them in--I mean human agency--some secret cabal that directs us all?

There are plenty of precedents for such a fascist state, actually quite real and not just something to threaten us with. China has/had pretty strict birth control policies. It was illegal to have more than one child, any more and they were aborted or infanticided by the family to avoid financial suicide or by the state itself. USA-USSR has led or leads the world in abortions of infants, not you will understand merely their "abuse". The concentration of great power leads to great cheapening of life through to the core of such societies.

These are human babies which the Scotsman thankfully acknowledges can be "abused in the womb". This article will be read and commented on worldwide, because it brings up the painful, at least--or disgusting and evil to those with hope for a good world--question of abortion. "Abortion". If you can abuse a child in the womb (with alcohol, drugs and cigarettes, not to mention poor food) can you therefore murder it in the womb?

One thing is certain: pregnancy checks and abortions will forever be technologically easier to carry out and the state or legal system will find it easier to enforce abortions/killings of infants, and the killings/executions of (illegal) mothers and fathers as they, god bless them, see fit.

This is a fascinating article because it assumes that we are already so brainwashed that we won't make the link with abortion and just point the finger over a few hundred cases instead of tens of millions. This is how fascism arises, insidiously, silently, just noisy round the edges.

mandy pandy ~5 + several repeated comment,

Take it your PC or network had a problem?

cramond1 @#4,

Talking about "Abortion"!

Are you saying, the Woman that 'Aledgely' has abused her baby in the womb, will be placed under arrest, and forced to have an "Abortion"?

If you are! I can see this coming!

There's a lot to be said for the compulsory sterilisation of drug addicts and alcoholics. Maybe it should even be extended to those with an IQ of below 70 (the entry level for the Spanish army).

Guga II ~34,

I take-it, that was a, 'facetious' comment?

Unfortunately, this could become realism!

There is,...'NO-JOKE',,

WHY should she be given a new identity?
Surely she should be given a number and sent to jail?

''costing tax payers millions of pounds''

How exactly does it cost millions of pounds to be given a new name, a new national insurance number, and a new council house when/if she gets out of jail? It doesn't. That's just sensationalist reporting

Posters are being far too light hearted about this article. It is not fascist to take away little babies when you have evidence they are going to be at risk of being killed if they are left with the birth mother.

What kind of society would leave them to their fate ?

I agree completely. I think that we have a right to protect anyone, inside or outside the womb, if they are in any danger.

We are required to give proof of competence before we do many things, so why not for producing happy families too?

Why is such a test necessarily fascist, or any more so than a driving test, for example?

We may have a human right to have babies, BUT along with that comes a human duty to do so responsibly and reasonably.

Birth control should be universally compulsory as is education, tax paying, or driving on the left. The alternative situation is 600 babies at risk each year, and an endless supply of avoidable social and medical problems. A no-brainer.

Governments create problems and then offer the solutions to correct them.

End result - Too many babies are suffering at the hands of abusive mothers, so let us legalise cloning and cell fusion and move toward a world in which the womb is no longer required - That is how it works and in 100 from now a pregnant woman will be almost unheard off in the modern world - woman will be to busy at work to have babies, equal rights will mean that because men do not have babies, neither should woman need to have babies, it will all be done through technology

Why on earth do we allow 'unsuitable parents' so many chances. If the RSPCA took an animal from you there would be no second chance. It is time we cracked down and stopped pandering to drug users and stop youngsters being dragged into this terrible cycle.

just enforce child abuse laws. just be a concerned neighbor or friend and call the police when you suspect abuse. forget the nazi business. don't make this what it is not.

smallbutperfectlyformed,

Being part of a supposedly civilised society we have a duty to protect the innocent children, victims of their parents' lack of self control with alcohol and drugs. However, I suspect the social services would collapse if every child at risk was removed into care. Sadly in this mad PC world that we live in, we have to consider the "rights" of the parents before the rights of their children to a safe and healthy environment! And we have to fund their housing and benefits and provide them with methadone and the means to buy cheap lager. If we don't they'll burgle out houses and break into our cars... We do and they still do it anyway.

How interesting that we're worried about such abuse until the mother shows up for an abortion. The line between the unborn child being a victim and a "choice" seems fine indeed. All morality aside (not that it should be), this is clearly inconsistent and irrational. The child's life and dignity are always worthy of protection, or they never are.

Shame on all men and women who abuse a baby in the womb and shame on all men and women who deny women the right to abortion.
