AN ILLEGAL Brazilian immigrant who disappeared in 2004 worked as a cleaner inside the Houses of Parliament for nearly two months, it emerged last night.
Elaine Chaves Aparecida, 31, was only caught last week as she tried to gain access using someone else's security pass.

The latest highly embarrassing lapse to hit the Government is revealed in a confidential memo to Home Office minister Liam Byrne
that was leaked to a Sunday newspaper.

The document advises ministers to keep quiet about the incident unless asked by the media, "given recent coverage of security guards employed illegally at Government offices".

In December, a member of security staff at the Home Office itself was arrested after being exposed as an illegal immigrant.

The memo, marked "restricted", was sent on the day of the arrest, January 31, by Border & Immigration Agency (BIA) regional director Tony Smith to the minister and BIA chief Lin Homer. It said post-arrest checks found that Aparecida was known to the authorities, having fled officials at Heathrow Airport in December 2004.

Despite that, she had "started work at the Houses of Parliament on December 3, 2007, as an employee of Emprise Services", it said.

The official admitted he did not have details of the security pass or who it belonged to, "but enquiries are ongoing".

The memo gives guidance which is bound to spark claims of an attempted cover-up of the major security breach.

"We will take a reactive approach to media given recent coverage of security guards employed illegally at Government offices," it says.

Home Secretary Jacqui Smith was forced to admit in December that more than 11,000 illegal workers may have been cleared to get jobs as security guards.

Last month it was revealed that at least 4,000 had still not been banned from taking sensitive security jobs – nearly 10 months after the scandal first came to light.

Aparecida is believed to have been returned to Brazil voluntarily last week after being held in detention for several days.

Jonathan Lindley, the Home Office strategic director for enforcement, said employers had a responsibility to check the legal status of workers.

Shadow immigration minister Damian Green said: "Of all the Home Office disasters, this has the biggest security implications.

"What makes this even worse is that ministers' first instinct was to cover it up. We need an immediate, full explanation of what is being done to prevent any repetition of this terrifying breach of security and a commitment from ministers to genuine openness."

No.11: What a numptie. Enoch is dead and sitting in between 2 black people on a sofa in heaven - and having a great time.

As for the poor wee woman caught in Westminster: she works at a job many Brits would refuse. God bless her. She probably had no idea that she couldn't use someone else's pass to access the building - why would she do knowingly do something which would get her caught?

I remember when eff'nic really meant something.
My last office in London had one Caucasian, myself.
My last interview in London was with a panel of Indians and Arabs. Asking questions like was my granny Irish; do I have right of abode in the UK, do you take condensed milk and sugar in your porridge?

I have to laugh at the multi-culturists on here, even the chairman of the CRE declared it a failure.Anyone who can't see that our social services ,NHS and education system are being overstreched by our open door policy really should get their heads out the sand

Those "dodgy characters" you see lurking about the Scottish parliament are members in good standing of the SNP.

They should be deported to the Outer Hebrides for their crimes of stupidity and fuzzy thinking.

Creepy folks, those SNPers, all of 'em.

On these posts, it is quite "acceptable" for people to make racist comments or draw racial stereotypes that would make poor Enoch cringe and suggests policies that the BNP would blanch at but to suggest they actually do something is beyond the pale......

23# The lack of action from the main political parties will drive voters to the BNP .That would be tragic

You should know better than to think you could know anything about the Scotland of today in Ottawa!

Much has changed here, and is in the process of changing further still, and if you had even an inkling of what goes on here you would know this.

When you have something constructive to offer then perhaps you should write again. Crticism is the easiest thing in the world . Even you can do it!

#27 don't worry about "rainbow" tim he does not realise that many life styles are not tolerated the way hre tolerates illegals.

Yes, I can criticise very well and Ottawa is not the backwater so many untravelled people think it is. I even go to the St. Andrew's Day ball at the Chateau Laurier here and have a roaring, rip-roaring time with my Scottish friends and colleagues and RELATIVES.

28 ross fyffe

You insect with the attention span of a gnat. I am still wondering what you mean by my "rainbow" lifestyle but the many women I know - both biblically and socially - might take exception to your ufounded insult.

Keep your trivialising comments where they belong - that place where the sun don't shine, dearie.

Nothing remarkable about an illegal immigrant working in parliament. I'm sure if you checked the status of all the workers in every government office around the country (and include cleaners, car-park attendants, etc.) you'd come up with a respectable haul.

As evidence that the government's 'policies' are no more than wishful thinking, this wouldn't even have been news ten years ago.

To all of the "Enoch was right - naw, Enoch was a (place your lame insult here)" crowd, could you take just a few hours out of your lives and learn a little about the man?

Or might that upset your fact-free opinions?

#31 Foulkesy, I think you’ve got it. They couldn’t stand that now could they? Why Wendy must be in a faint. Just think of it, someone in the Hollyrood, I mean Holyrood, actually workin' up a sweat!

I have found that honest debate on this subject is difficult to find John. The supporters of open door policies ALWAYS revert to smears and vilification of their opponents as they know quite well that they can't win the argument on the facts.

For the record:
I did not suggest that Ottawa is a backwater, I was saying its part of Canada ,and not the best place to take Scotlands pulse from. I am actually part Quebecois in blood and have no disrepect for Canada, or Ottawa. I simply dont claim to know what happens there when Im living here. The same is true when reciprocated.
