EVERY man and woman over 16 in Scotland is downing an average of 23 units of alcohol a week, shocking new government figures have revealed.
Despite maximum safe limits of just 14 units for women and 21 for men, previously secret drinks industry statistics have proved the entire nation is effectively over the limit.

The information has been collected by the Nielsen Company, a respected
international firm of market analysts, and obtained by the Scottish Government.

The figures show Scots bought 640 million litres of drink in 2007, including 39 million litres of spirits, nearly 100 million of wine and 427 million litres of beer.

That amounted to nearly 50 million litres of pure alcohol a year, 11.8 litres or 23 units a week for every man and woman in the country aged 16 and over.

Twenty-three units is the equivalent of around seven and a half pints of 5% lager or six and a half large glasses of typical red wine, although exact figures will vary from brand to brand.

Bruce Ritson, the chairman of the medical pressure group Scottish Health Action on Alcohol Problems, or Shaap, said the sheer scale of consumption meant Scots had to realise excessive drinking was no longer a minority issue.

He said: "We can no longer kid ourselves that alcohol misuse is somebody else's problem. These figures show that as a nation, we are drinking well over the limit and we're paying the price with more people admitted to hospital every day as a result of alcohol and the fastest growing liver cirrhosis rate in the world. Overall alcohol consumption must come down."

Ritson and others have been lobbying for the Scottish Government to take what it calls a "whole population" stance on alcohol, essentially making drink just a little harder to buy and just a little more expensive.

The Government will shortly reveal if it is to go ahead with what one senior doctor last night admitted was a "brave" policy of imposing minimum price restrictions on drinks.

The SNP administration also said it wanted to raise the minimum age for buying alcohol in an off-licence from 18 to 21 but it is now thought unlikely they will try to put this into law.

Doctors such as Ritson, however, believe stern measures will have to be taken to bring overall per-capita consumption down. That could come as a huge blow to the drinks industry.

Retail sales of alcohol were worth £3.6bn in 2007, including more than £900m each on spirits and wine and £1.4bn on beer, according to the Nielsen figures. Scotland would have to cut overall consumption by around 12 million litres of pure alcohol a year to get down to maximum recommended limits.

That could represent a quarter of total sales, potentially nearly £900m worth of business for the alcohol industry.

Peter Rice, a consultant psychiatrist with NHS Tayside, said he wanted to see the industry switch from high-volume, low-value to high-value, low-volume sales, stressing the sheer damage cheap alcohol is doing to Scotland's mental and physical health.

Rice said: "We talk a lot about the growth in drinking in women or in the young. But the rise in consumption is across the board, across the whole population, across every age and social group.

"A lot of our real concerns, for example, are with the over-45s and the over-65s."

Jack Cummins, a lawyer specialising in licensing, said: "What we are talking about here is unseen and heavy middle-class drinking."

The toll of over-drinking on Scotland's public health was underlined last week when it emerged that alcohol-related illnesses now account for more admissions to hospitals in Scotland than heart disease. The Scottish Government has estimated the financial cost of over-drinking – including the expense to the NHS and criminal justice system for alcohol-related disease and offending – at £2.25bn a year.

Public Health Minister Shona Robison yesterday said: "It's clear that alcohol intake has risen dramatically across society in recent decades as its relative price has plummeted.

"The Scottish Government wants to defuse this health time-bomb and that's why we have consulted on radical proposals to tackle it. We will outline the way forward shortly."

Why does alcohol cause so much damage?


Alcohol is quickly soaked up through the stomach lining and carried to the liver and other organs. The liver processes alcohol but cannot store it. When the amount is more than the liver can deal with, the excess is transported to the rest of the organs.

When the liver is processing alcohol it produces a substance called acetaldehyde. This has a toxic effect on the liver itself, as well as the brain and stomach lining. Acetaldehyde is subsequently broken down into a chemical called acetate, which is broken down further into carbon dioxide and water outside the liver.

Regular and heavy drinking over time can strain or disrupt this process, leading to alcoholic liver disease.

Tut-Tut!, what a lie, for one I know that our 'Boy Wonder' does not consume alcohol!

And then we have the rest of the "T-totals"

For the rest of us, I would estimate a truer figure, of say 50/60% drink in excess of recommended limits, for example my wife only has a few glasses of wine at the weekends!

'Aye', a nonsense report, that must have political connotations for political correctness!

NOW!, Anyone for a "WEE DRAM" of Whisky, or two, or three, or four, or five?

out one night and only drinking soft drinks I was asked if I was an alcoholic. Seems some have this idea you must drnk to enjoy yourself. Had my first alcoholic drink in weeks last night. One beer and i enjoyed it.

Some recession when many can pee money against a wall.

As any doctor will tell you, this number is a complete fabrication made up by civil servants. There is no research to back up this number, it was plucked out of the air. What is definitely known is exceed 50 units a week and you will do yourself serious damage long term.

In a free country, that is no business of the government. If they spent less time and money researching things which are not their business, and a bit more time concentrating on things that are - say like keeping an eye on what the "masters of the universe" in banking are doing, perhaps we wouldn't be in this financial meltdown.

Government, you are hereby discharged from your self-appointed position of nanny. Concentrate on getting trams right, the usher hall conversion, the parliament building, bank regulation, or any of the countless things which have gone horribly wrong while you are obsessing over what people eat and drink.

So if I have a glass of wine with dinner every day, I'm just over the limit; and if I have an aperitif first, I'm twice the limit and if I have a wine with lunch I'm 3x the limit. My only reaction to this is that there's something awry with this umm, "safe limit" and I want to talk to the person(s) who dreamed up this "safe" number. The phrase "lies, damned lies and statistics" comes to mind.

It appears that SHAAP "received start-up funding from the Scottish Government for three years" and "will be fundraising from other sources to continue its work in the future". One could also assume that funding for SIGA (Scottish Intercollegiate Group on Alcohol) was going so well that additional funding could be available for a spin-off of this umm, "medical pressure group". Note how "funding" is so important to those err, "groups". And where does this "funding" come from? Why, by increasing the price, i.e. tax, on alcohol. What a surprise! They want to increase taxes so more money will be funneled into their pockets... so they can afford to buy Grand Crus instead of mere Chateau bottled wines.

The question is: how do you tell your govt. that your fed up with "funding" a bunch of academic cadgers... and that you'd really rather they get on with providing the services a govt. is supposed to provide to its citizens, for which they are well paid and funded to do? There has to be a way.

According to the Government's figures if you go for a normal night out you are a binge drinker and at imminent risk of death. This just stops anyone from paying attention to health messages on drink, because they are based on a totally unrealistic premise.

The fact is that the figures of '14 units a week for women and 21 units a week for men' are completely unfounded.

As #15 says, if you go for an average night out, the Government thinks that's going to kill you or cause you severe harm.

People in this country love alcohol, and this will always be the case.

If the Government think they can change this by forcing people to adopt their over-the-top proposals then they can think again.

A nation in denial. Many of these posts display a classic alcoholic pattern. Despite the limitations of statistics, this is yet another national wake-up call. I would suggest that most of the respondents to this post take a stroll when sober from Lothian Road to George Street any Saturday night after 11:00 PM. Judging by some of these posts, for some, sobriety at 11:00 PM might be an oxymoron. We've got a long way to go, Auld Reekie has been in denial on this one since we built the New Town.

What utter ROT number 25, Fitzpark, if somebody else has a problem with alcohol, it is their business to sort out, not yours or mine, and especially not the governments!

As for you at number four, Chuckles, I wish you would stop posting idiotic nonsense. The figures are AVERAGES, and yes, those averages apply to everybody. Those who don't drink at all bring the average figure down, while those that drink too much push the figures up. No lie!

If I were paranoid I would suggest it's an English plot to destroy the whiskey distillers so Scotland remains dependant on England!

I am obviously wrong because the Scots parliament are doing it to their own, is this really what any Scot wants for their country and worse still done to them by Scots?

I personally would deeply regret the loss of such a fine product which is loved so well throughout the civilised world.

The average figures apply to everybody, including people who don't drink at all.

I guess you and Chuckles think the statement you quoted means everyone in Scotland over sixteen drinks precisely 23 units of alcohol per week. It doesn't. Nor does it mean that you, as an indvidual, drink 23 units per week on average.

It means, taking Scotland as a whole, that people over sixteen years of age, in Scotland, ON AVERAGE, drink 23 units of alcohol per week.

What a shocker!

obviously adjustments made for all the tourists who take whisky home, the tourist on holiday, the temp workers, illegal workers and of course the 14-16 year old weekend bingers.

That said a more personally responsible approach to drinking is benefitual to all. But nobody needs drunk politicians lecturing us all.

When the government sorts out the economy, the NHS, Afghanistan, Iraq, the criminal justice system and the rest of the problems that are genuinely their responsibility then *maybe*, when it's all running properly, it can pass comment on how it's citizens choose to live their lives.
