PM's ally claims for two houses

AS ONE of Gordon Brown's trusted whips, he carries the grand official title of "Treasurer of HM Household". Now it appears that Labour MP Tommy McAvoy has been ensuring that his own household is looked after as well.
Expense files published this week show that McAvoy is regularly claiming for the costs of two homes, one in London and the other in the east of Glasgow.

McAvoy charges £20,000 a year for running his second home in London, but the politician – who earns £100,000 a year as a whip – has also been charging taxpayers hundreds of pounds a year for phone and power bills at his main home in Glasgow.

MPs are usually barred from charging for their registered 'first' home, but McAvoy was allowed to charge for his property in Rutherglen because, he says, he uses it as an office – even though his constituency office is based less than two miles away in Cambuslang.

McAvoy insisted last night that he had never charged for 'home' costs. He said that he had used his home as a second office ever since being elected in 1987 "in order to be able to work weekends and nights".

Consequently, he charges the Commons Fees Office for the portion of his phone and power bills which, he says, are built up on constituency business. For the one year when receipts for his home 'office' are clearly marked, 2004-05, McAvoy claimed back £1,361 on bills incurred at his home. In the same year, he also spent more than £3,000 refurbishing his constituency office nearby, while spending a further £20,751 on his home in London.

The arrangement was given the blessing of the Fees Office but is thought to be highly unusual. Another Scottish MP, Lib Dem Malcolm Bruce, was also found to have been charging for his own home 'office' alongside his constituency, but he claimed this was because, as an MP in a large rural constituency, it sometimes made sense to work at home.

But McAvoy's small, urban Rutherglen constituency means his office is close to his home.

McAvoy is also shown to have claimed for more than £7,000 since 2004. Like many other MPs, McAvoy simply billed for regular sums of £250, without needing to provide receipts.

As well as acting as Treasurer of the HM Household, McAvoy was selected by Gordon Brown earlier this year to sit on a cross-party select committee to advise on reforms to the expenses system.

He is also renowned for having accomplished the feat of being one of the very few Labour MPs to have served in the Government for Labour's entire 12-year stint in office.

The register of family interests at the House of Commons shows that McAvoy employs his wife, Eleanor, as a part-time senior secretary. The records released last week do not show how much she is paid. McAvoy's expenses show that he has regularly claimed more than £80,000 a year in staffing allowances.

McAvoy's register of interests also shows he is the director of a local pub, the County Inn, and owns the land on which it is situated.

He said last night : "I have run a home office since being elected in 1987 in order to be able to work weekends and nights." He added: "No 'home' bills are charged to the taxpayer."

The MP added that some of his petty cash claims had been spent on his home office. "Over the years I utilised the petty cash allowance for all office expenditure. This includes ink cartridges, paper, all kinds of stationery, surgery lets, newspapers, books, magazines, cleaning materials, IT peripherals, tea, coffee, biscuits and small one-off items."

Almost, but not yet fully equal, as almost every AmeriKan politician will steal the gold out of their own Mum's teeth, while telling her how honest they are. But keep working at it U.K. pols, and you will soon not only equal but surpass the thieve's that call themselves politicians in AmeriKa.

Another example of the pure greeed and disregard for the public purse by M P `s.I note that in many cases the perpetraters of the worst examples are Labour M P `s who simply seem to think that they can do anything with the public purse and get away with it.The whole lot should be sacked and come the general election this disgraced party will suffer the biggest defeat ever to be inflicted on this rag and bone bunch of socialists.They seem to be exactly the same as the Communist regimes who have milked the systems of the East for years.They have been controlled here as they never got the powers of their brothers thank goodness.The lot of them should be jailed for fraud.

The problem is a lot bigger and deeper than the editorials make out.
How long have these types of exorbitant expenses been allowed to be acceptable?

Does it go back to Walpole and further??
Who paid for Churchill’s cigars and champagne, Blenheim palace??
Is this the only government ever guilty of this situation??

Perhaps the Telegraph could expand its area of investigation.

It is amazing how a single loose thread could unravel the fabric of society going back for a thousand years.

I presume he owns the house on the left of the picture. Very tidy but not really a mansion. Labour politicians in Scotland have enjoyed an unreal lifestyle over the last fifty years. May the next fifty years give them the opportunity to join the rest of the workforce.

Labour got a damn good, well-deserved thumping in the European elections as a party. It is also hoped in lots of corners of the land that their bullying leader, one dark night, when he is dumped by the public and is back to being Mr. Brown of North Queensferry, gets a real good kicking for his and his dark cronies total disregard for the populace he is supposed to be representing.

However, in Edinburgh, there is a silver lining. One of the Labour councillors who is handily pulling in two public funded salaries (he is also a full-time youth worker for North Edinburgh Trust on over 40k a year), Councillor Cammy Day, can be proud of being a representative of a party that managed to get the BNP two seats in the European Parliament with their constant reference to them up and down the country trying to frighten constituents into voting for piss-poor labour, can hold his head up high knowing that his own brother was recently outed as being a BNP activist as we reported back in November 2008. Given that the BNP got 1,784 votes in Edinburgh, the way we are treated by the people in number 10, we wonder if Councillor Day was putting two leaflets through doors instead of one
sleeze and corruption of the highest order yet,this paper would rather ask about salmonds food bill,when all mps were taking the max payments on food

Friends and readers. As is natural there is mounting concern about the future of Royston Primary School.

But just for the record we would like to point out that the previous administration jumped into bed with the private sector to build schools under the PPI con.

This is fact and not Party political speak. We will all be paying for this stupidity for a long time to come and makes the present administrations room for manouver limited.

So crocodile tears from the Labour group who already had a hit list of schools earmarked for the chop should they have won the election is hypocracy in the first instance.

Much debate has still to take place regarding any potential school closures,and as nothing has yet been decided cranking up fear about something which is still under discussion,leaves a bad taste in the mouth.

Education is the foundation building block by which your life takes shape. Reading writing and old fashioned sums is the Education systems DNA and playing with it for Party Political reasons as the Government in London has done,has widened the gap for working class kids trying to get a decent Education.

With the private sector untouched by Westminsters interference the divide between private and public funded Education has never been greater.

Just look at the hideous state of the Labour front bench,ask yourself how many of those punters have come from an Education system starved of basic resources, just to try and justify a failed creed.

Where does all that leave Royston Primary School. In reality a discussion document open to change and alteration,after consultation with the School and it’s users.

We live in very trying economic times and the resources have to be stretched further than ever before,we the Community must play our parts in making sure that existing resources are spent in the best pos

The party leaders clearly believed that by forcing a few backbenchers into early retirement, they had given sufficient blood sacrifice to public opinion. But this was almost as disreputable as the belated cover-up. The Labour "star chamber" has turned into a kangaroo court which has been bullying the weakest Labour backbenchers into giving up their careers. Why is it only small fry like Jim Devine, Ian Gibson and Margaret Moran have been forced to appear before the disciplinary panel while the bigger fish, like the former front benchers Hazel Blears, Geoff Hoon, James Purnell, Tony McNulty and the Chancellor, Alistair Darling, avoid the inquisition? This is not just bad PR but an offence against natural justice.

And others are getting off Scot free. Last week, Darling let the City off the hook, announcing that there would be no new regulation of the big banks to prevent another credit crisis. There can be no doubt that a major cause of this failure to take action against irresponsible lending, the bonus culture, derivative trading, and the rest has been the moral implosion of the political class. In short: how can they take action against people like Sir Fred Goodwin when they have been caught with their own fingers in the till?

The biggest waste of money is the Scotland Office. It's responsibilities are virtually NIL since devolution yet figures buried in the Scotland Office’s Annual Report 2009 reveal that the total administration costs of the department have rocketed from £3.7m in 1999 to £7.2m a year in 2009.
This is public money paying for Jim Murphy's onslaught on the democratically elected Scottish government.

I am concerned that most of us suffer from short memory syndrome, and will vote for the discredited parties candidates whenever there is an election - whether it be Labour, Tory, Liberal or SNP. They are all tainted by this corruption. I hope there will be a considerable number of independent candidates standing.
It did not take long for George Galloway to for the "Respect" Party. Perhaps someone could set up a "Veritas" Party - and mean what the name implies.

Could this be the real reason for the redaction of tens of thousands of MPs receipts?

Another ex-MP crook, Tory Lord Archer, must be absolutely kicking himself for not pre-empting this scandal by taking an opportunity to write an account of MPs corrupt practices?

It would have been an all-time best selling tome up there with 'The Prince' by one of the founders of political science Niccolo Machiavelli!

I suppose there are 2 ways of looking at it. The self employed can claim exactly the same as McAvoy but only as a tax allowance. Standard accountancy procedure as you are working from home.

However that does not apply to people on payroll with P45s. Hence, I suppose, the expenses perk.

Employees have to produce itemised domestic phone bills with the business calls highlighted to claim the costs as a work related expense.

On the one hand, it seems reasonable to expect MPs to continue their work at home, as do the executive class in the private sector. On the other hand, it seems reasonable to expect our politicians to follow the same rules and regulations that apply to everyone in the workforce.

Either way, I cannot see anything greatly untoward with McAvoy's behaviour according to what has been reported here. (is this an American spellchecker?)

I would suggest that Eddie Barnes writes to the PM and advises him to use the IR rules for such expenses and suggests guidelines such as taking stamps & printer ink home from the office to conduct parliamentary business from the hoose.

I pay a monthly bill (plus my BT line charge) that covers ALL calls to 01,02, numbers as well as a wide range of international calls. If I were a Member of Parliament, I could claim both charges as an expense - and the taxpayer would be hundreds of pounds to the good. If every MP was to do the same, the savings would be substantial.

Of course, if one is spending other people's money, the incentive to do a little bit of price comparison probably disappears!

When is that Genereal Election going to take place, Gordy? Please - 'bring it on'!

To save all this stealing of Tax Payers money by Politicians, the people should insist on a referendum that Governments should purchase Blocks of Apartment and give an apartment rent free to the Politicians just like the Prime Minister's residence 10 Downing Street.
As far as other expenses they should not get anymore than what it takes to keep the apartment clean, they do not get any expenses for food, they can only eat in one place, either in their own home or in London, after all an normal worker in the labour force if he has to travel he has to pay for his food Etc, out of his wages, the Politicians like CEO's want to live on expenses and bank their salaries.
Do you know the Politicians are so stupid, because this is the type of thing that creates Communism.

Bejasus and gommorah...that's a lie for a start! Have you seen the size of Connarty's butt? Doesn't look like he's been working that much at all if you ask me. As for thinking £64,000 isn't a lot of money? Well, maybe not in your corrupt little world Mikey, but I reckon 80% or so of your constituents might just disagree with you there. Especially, when you take into account the £633,467 you've managed to claim on expenses over the past 4 years. Now, that's what I call serious dosh Michael!
