'Bullying' council in row over infighting

EFFORTS to improve a beleaguered Scottish council accused of having a culture of bullying are being hampered by political infighting, a scathing audit report has found.
The Audit Scotland investigation of the SNP-controlled West Dunbartonshire Council, due to be published this week, will criticise elected members, and warn of significant problems in the council's culture. It comes as the organisation's chief execut
ive has requested early retirement after claiming he is being "systematically undermined" by councillors.

The Best Value Audit Progress Report, to be presented to the council on Wednesday and forwarded to the Accounts Commission, represents the latest embarrassment for the authority. Three years ago, Audit Scotland levelled unprecedented criticisms, pointing to the perception of a bullying culture, and making clear that external intervention was required. A follow-up inspection noted persistent problems with the conduct of elected members at council meetings.

However, the latest report deems that little has been done to redress the problems at the former Labour-led administration, and will bring pressure upon the minority SNP administration to take action. The report states: "While there is a focus on improvement activity, progress is inhibited by political conflict. The pace of change is slow, and there is limited evidence of the impact of improvement. The culture of the organisation is ... characterised by challenging political behaviours and low staff morale. These cultural issues ... make long-term planning difficult."

It warns that behaviour in the council chamber "has at times fallen short of what is expected," adding: "Elected members do not always display high standards of conduct."

Elsewhere, Audit Scotland flags up a catalogue of other concerns, including "significant concern" over the poor performance of housing services.

David McMillan, the chief executive of the council, which has a budget gap of around £7.3m, requested last week to step down, despite the fact his contract still has two years to run. In a letter to council leader Iain Robertson, he wrote: "I have been systematically undermined by some elected members. Despite all efforts, it is evident that member/officer relations remain an issue. Some members continue to display behaviours that do not support change and improvement."

A spokeswoman for the council said a detailed response could not be given until the report was published.

Yet another leaked audit report before the council has had an opportunity to assess and report back to Audit Scorland. I wonder whose greasy paws did it and are undermining the chief executive....

Could it be a party that can't accept being in opposition?

Fifi, you shouldn't joke about such things. If you don't know what Common Purpose really is and how dangerous it is, then I suggest that you start finding out. If you do know, then you should understand that it's not a joking matter and something to be taken as a deadly serious threat to our way of life, (wll, the way of life of normal people, not sure if you qualify)

How do you know I'm not part of the whole conspiracy?

Actually I do know a bit about Common Purpose, or Voldemort as you should really be calling it. It isn't a conspiracy, but a well meaning means of broadening the horizons of people whose employers can be persuaded to let them take part and pay the rather hefyty fees involved, and which flatters the egos of participants to think they are considered to be "future leaders". My main criticism is that it's management training on the cheap and no substitute for a proper liberal education. I've even helped to host seminars for Common Purpose participants. Nice sensible people, not wild eyed cultists.

Such things do seem to attract loonspuds, nutjobs and assorted conspiraloons on the periphery, though, and there is a number of entertaining websites set up by the mad-eyed obsessives who run them. I'm sorry that you seem to be one of these.

There have been problems with a bullying culture in this Council for years and years. What the article doesn't tell us is whether the new administration is trying to tackle the problem but hasn't seen results yet, or whether they are carrying on with the same old same.

Nothing new in this. Grey, Alexander and McConnell have been trying to blame the SNP for Labour's past appalling record since they became HM's Loyal Opposition to the Scottish Government and many local authorities. That is why they have been swatted like flies at FM's Question time.

Labour failed to put up a candidate despite leaflets being delivered to doors urging voters to vote Labour! Apparently the Labour party has been ridiculed in all quarters. Not only that, in their leaflets they failed to spell the name of their own party leader (Iain Gray) correctly. According to an SNP spokesman “This was one of the worse leaflets I’ve ever seen, in terms of its content and appearance. Labour’s organisation in Angus is clearly shambolic. This leaflet has been widely distributed, calling on people to vote for their Labour candidate even although they have failed to find anyone to stand for them in the by-election. It is no surprise, that after the SNP’s stunning result in the European elections, their candidates should start to go AWOL. Their party is in meltdown all across Scotland.”

12, A very interesting aside to that sad labour mess was Mr Murphy, one of the Scottish labour place-men who was quoted in the Courier saying the Election literature was ordered and delivery all paid for before the candidate had even been selected, which kind of implies that the payments were made before the election was officially called. That would put the literature costs outside of the accounting of electoral spending accounts? Making this fraud. I would rather suspect that even though this is sleazy Labour it is Mr murphy making false and very silly excuses/lies.
